Implements per-service production blue-green deployment with health-gated cutover, graceful drain, stable routing, rollback protection, and isolated singleton workers.

Blue-green commits only, in order: 799aa45a, f87fcf65, e3415a87, b50d59a0, b4824ddf, 2bf3a1c8.

WARNING: the shared test branch also contains unrelated concurrent SQL and acceptance-script commits. Do not merge this PR without reviewing the full file list; use the six commits above for a clean release.
