- 订单：审核/扣货/合柜报关/同柜组成员 720→880，编辑备注 880→1000，导入旧系统订单 760→880
- 入库费用：新增/编辑费用 880→1000，驳回费用 720→880
- 测量：手动录入箱规 880→1000，确认称重图片 920→1080
- 库位：新增/编辑库位 880→1000
- 同步 InboundFeeDetailManager、LocationsView 的宽度断言

ouyangxq 3879a47673 docs(admin): align fee-item and measurement guides with current contracts 
按现行 OpenAPI 与计费规则修正两处业务偏差，并统一重复规则的维护位置。

- 费用项目：feeCode 允许编辑（OpenAPI 仅约束格式与长度），删除“编码不可变”表述；defaultPrice 改为“带入初值、允许人工修改”，明确为空与 0 的语义及不追改已有费用
- 入库测量：区分平台链路（PlatformInboundMeasurementController -> InboundMeasurementService/MeasurementSubmissionService）与设备上报（MojiaMeasurementOpenApiService）
- 箱规算法与 actualMeasurementRows 口径不再在模块指引重复正文，改为指向详细索引

ouyangxq b34626bd4b docs(admin): add module-level AGENTS indexes for all 33 modules 
新增 29 个模块级 AGENTS.md，补齐入口表指向，使 33 个业务模块均可从入口直达页面与接口。

- 每个模块指引统一为：路径基准 / 页面与入口表 / 关键边界 / 验证入口
- 入口表 35 行改为指向 modules 下的 AGENTS.md，补齐费用项目、审计日志、尺寸配置、装柜照片等缺失词条
- 详细索引最长行从 1315 字符压缩到 699 字符，规则正文移入新增的“货柜工作台规则”小节
- 仅索引文档，未改动业务代码
